Mais elle a été annulée au dernier moment. « La manifestation a été annulée par le Préfet de Dakar parce que le combat n’est pas encore régularisé. Certainement, le CNG est passé par là. Nous irons régulariser demain, au CNG. Et le face-à-face pourrait se tenir jeudi », explique le coordonnateur de la structure Jambars Production, Mor bou Parcelles.
Une information confirmée par le vice-Président du CNG chargé de la lutte avec frappe. « Effectivement, c’est nous qui avons saisi le Préfet afin qu’il interdise la manifestation. La structure a bien fait les démarches pour s’octroyer une date. Mais elle n’a pas encore régularisé le combat. Par conséquent, il ne peut y avoir de face-à-face, conformément aux textes », explique Meissa Ndiaye.
Dans un arrêté n° 0290/P/D/DK/AP daté du 27 septembre 2022, le Préfet de Dakar stipule qu’« est interdite la manifestation (face à face) projetée le mardi 27 septembre 2022, à partir de 15 heures, à la Place du Souvenir africain, par le promoteur de lutte Monsieur Mansour BA, pour le motif ci-après : risques réels de troubles à l’ordre public ».
Dans l’article 2, il est dit que « le Commissaire central de Dakar et l’Administrateur de la Place du Souvenir africain sont chargés, chacun en ce qui le concerne, de l’exécution du présent arrêté qui sera communiqué partout où besoin sera ».
