Ce jour, 24 septembre 2022, s’est tenue au siège de la Fédération Générale des Travailleurs du Sénégal (FGTS-B), une réunion d’évaluation de la grève de 72 heures décrétée, dans le cadre d’une unité d’action, par l’Intersyndicale des Travailleurs des Collectivités Territoriales du Sénégal (ISTCTS) et l’Alliance des Syndicats Autonomes de la Santé (ASAS) – AND GUEUSSEUM, les 21, 22 et 23 septembre 2022.
Le directoire de ce mouvement de grève a ainsi salué et magnifié la mobilisation exceptionnelle et le respect sans faille du mot d’ordre, par les travailleurs du secteur de la santé et ceux des collectivités territoriales, comme l’ont si bien illustré les tendances nationales.
Cette évaluation a abouti à un consensus entre les deux plateformes après de sérieuses discussions. En effet, tenant compte des besoins des populations dans ce contexte lié à l’ouverture prochaine de la nouvelle année scolaire ainsi que la célébration du Mawloud (7/8 septembre 2022), les responsables syndicaux ont estimé, par devoir de solidarité avec les populations, définir une nouvelle stratégie de poursuite de la lutte, afin de leur donner un répit pour accéder au soins de santé et trouver des pièces administratives (état civil, cimetières, etc.). D’autre part, le contexte est également marqué par l’installation effective du nouveau gouvernement suite à la nomination de son Premier Ministre en qui nous fondons un immense espoir pour avoir maintes fois trouvé solutions aux préoccupations des travailleurs.
Les deux cadres ont convenu que l’expérience de la jonction des luttes doit se poursuivre pour une meilleure garantie des résultats, d’autant plus que leurs plateformes minimales tournent autour de l’harmonisation des augmentations de salaire et de l’allocation de l’indemnité de logement, entres autres, et le relèvement de 5% du point indiciaire pour les agents des collectivités territoriales.
Ainsi, l’ISTCTS et ASAS AND GUEUSSEUM décrètent 72 heures de grève, le jeudi 29 septembre, le vendredi 30 septembre et le Lundi 3 octobre 2022 sur l’ensemble du territoire national. Elles demandent à tous les travailleurs de rester mobilisés et de veiller au respect du mot d’ordre.
Par ailleurs, nous interpellons le nouveau Ministre des Collectivités territoriales au sujet du logiciel GEFILOC qui, dans sa mise en œuvre, impacte négativement sur le traitement des salaires des agents des collectivités territoriales, provoquant des retards insupportables pour ces braves travailleurs du service public.
Pour le secteur de la santé, l’ISTCTS et AND GUEUSSEUM réitèrent leurs recommandations quant au respect du service minimum et des urgences.
