Le Sénégal, à travers le ministère de l’Eau et de l’Assainissement a annoncé, mardi 19 décembre 2023, à Dakar, la création d’un géoportail devant donner accès à des informations sur les terrains aménagés sur des sites constructibles.
L’annonce a été faite par Serigne Mbaye Thiam, ministre Sénégalais de l’Eau et de l’Assainissement qui présidait un atelier de restitution des résultats de la cartographie des surfaces inondables et des risques d’inondation de la zone pilote du triangle Dakar-Tivaouane-Joal, qui fait partie des sept zones ciblées dans le cadre de cette initiative.
« Nous allons créer un géoportail qui permettra aux autorités, aux services publics et aux populations de pouvoir accéder à des informations pour savoir si un terrain est aedificandi ou non », a dit M. Thiam.
Qui a rappelé que c’est le Projet de gestion intégrée des inondations au Sénégal (PGIIS), d’un coût global de 10 milliards de francs CFA, qui comporte un volet cartographique représentant environ 4 milliards FCFA.
Il s’agit de réaliser, à travers cette composante, un modèle numérique de terrain au niveau national pour connaître le sens de l’écoulement des bassins versants, a précisé Serigne Mbaye Thiam.
« Dans cette zone pilote, nous sommes allés plus loin avec le Lidar », système permettant « sur des distances très courtes de connaître les altitudes et le sens de l’écoulement des eaux », a-t-il ajouté, relevant que cela a permis d’avoir un outil de simulation sur des pluies de 10 à 1 000 ans.
De l’avis du ministre Sénégalais de l’Eau et de l’Assainissement, « c’est un modèle unique actuellement en Afrique subsaharienne que le Sénégal est le premier à utiliser, et il faut que cet outil soit valorisé ».
Pour sa part, le représentant de l’Agence française de développement, Mihoub Mezouaghi, a magnifié la mise en place de cet outil qui selon lui « permet de gérer les incertitudes et donner une capacité d’adaptation, permettant de prévenir des événements ou des catastrophes ».
« Ces résultats sont un outil de pilotage de la politique publique pour faire un bon suivi en ce qui concerne la gestion des inondations », a ajouté M. Mezouaghi.
