A l’issu du 4ème Forum africain de haut niveau sur la femme, la paix et la sécurité qui s’est tenu les 13 et 14 décembre 2023 au siège de l’Union Africaine à Addis-Abeba, Mme Bineta Seck Diouf, Présidente nationale de la plateforme de veille et de sécurité « Euttou Diamm » pour des élections apaisées au Sénégal à accorder à Allafrica.com une interview dans le but de mettre en exergue le rôle de la plateforme et l’impact qu’elle a dans le processus de paix.
En quoi consiste la plateforme de veille des femmes pour la paix et la sécurité ?
La plateforme de veille des femmes pour la paix et la sécurité notamment pour des élections apaisées au Sénégal « Euttou Diamm » comprend 50 organisations de la société civile provenant de différentes sensibilités et qui s’investissent sur les questions de paix et de sécurité.
La plateforme est mise en place depuis 2012 et est présente dans toutes les élections aussi bien présidentielles, législatives que locales au Sénégal. Elle est considérée comme un modèle dans ce cadre d’organisation d’élections apaisées par la société civile avec sa case de veille en place durant la période électorale.
Quel est le rôle de la plateforme dans le processus de paix et de sécurité ?
La plateforme a une mission principale qui est de s’investir sur les questions de paix et de sécurité. Elle a joué un rôle fondamental d’apaisement, mais également d’informations de sensibilisation et d’accompagnement pendant les élections, pré et post électoral.
Le rôle de la plateforme, c’est de sensibiliser pour des élections transparentes inclusives et participatives. Elle s’est distinguait principalement sur ces questions liées à la paix et la sécurité et est légitimée par beaucoup de personnalité qui ont eu à visiter sa salle de veille installer pendant la période électorale.
Le rôle de la femme dans la plateforme est de se donner dans la participation, la protection et également la prévention des violences massives. La plateforme étant adossée à la résolution 13/25 des Nations Unies, qui autorise et permet à la femme de participer à la lutte contre toute forme de violence basée sur le genre.
La plateforme a également pour rôle d’être en phase pendant cette période électorale, d’aller vers les communautés, de les associer à l’observation des élections. La plateforme étant représentée dans les 14 régions du Sénégal, s’est remarquée pendant ces élections et au-delà des scrutins dans le but de contribuer effectivement à la construction d’une paix durable avec des élections apaisées, transparentes et participatives.
Quels enseignements tirez-vous à l’issu du 4ème Forum africain sur la femme, la sécurité et la paix dont vous venez de participer ?
En fait, ce forum-là, qui est le 4ème en son genre, organisé par le bureau de l’Envoyée spéciale auprès de l’Union africaine sur Femme, Paix et Sécurité est important à plus d’un titre. Cette année le forum s’est encore distingué en réunissant des sommités femmes et des leaders qui sont là et qui s’investissent sur les questions de sécurités.
Le forum a permis d’identifier ces conflits qui émergent aujourd’hui en Afrique et qui se manifestent notamment avec la crise climatique à l’heure actuelle, la crise alimentaire, sanitaire. Ces différentes crises qui constituent des soubassements de violence en Afrique.
Il s’y ajoute maintenant de nouvelles formes de crises que sont les crises politiques de plus en plus remarquées en Afrique surtout pendant les périodes électorales étant des moments de fortes tensions et également porteur de conflit, mais également d’autres formes de crises qui sont là et qui ont été évoquées durant le forum.
Le forum s’est aussi distingué par le partage des bonnes pratiques avec les échanges qui se sont constitués par les porteurs de pays qui ont su faire part des tensions et des conflits qu’ils vivent dans leur localité mais également dans leur pays et comment ils les ont surmonté. Ces femmes ont sollicité des appuis et soutiens pour effacer ces conflits.
L’autre aspect qui est important, c’est qu’au Sénégal, nous avons fait part de la salle de veille, qui est un mécanisme qui peut contribuer à partager leur volonté de maintien de la paix et que beaucoup ont apprécié.
Ce mécanisme permet de lutter contre les formes de violences basées sur le genre pendant ces périodes d’élections. Mais ce qui est intéressant, c’est la promotion du leadership féminin que promeut la case de veille en terme de protection et de prévention des conflits, mais également d’observation de la période électorale, que ça soit la période pré et postélectorale.
Mais également les campagnes de sensibilisation, d’information, de communication qui se passent au niveau de la case de veille impliquant aussi les autorités de toutes sortes, que ça soit communautaires et administratives.
Un grand intérêt de la plateforme a été signalé lors de ce forum, c’est-à-dire, elle est considérée comme un modèle à vulgariser dans d’autre pays. Les artisans de la paix l’ont mentionné durant ce partage de bonnes pratiques.
C’était un moment de partage, d’impulsion qui a montré qu’il y a des formes de conflits émergents dont il faut porter une grande attention. C’était l’occasion également de faire appel aux jeunes, à l’intergénérationnel pour que l’Afrique puisse sortir de ces conflits et avoir une paix durable.
Il a été montré aussi que les femmes peuvent être au cœur de la résolution, des négociations et de la médiation.
C’est l’occasion de faire un appel aux recommandations qui sont sorties du forum, de demander à nos Etats, à l’Union africaine de faire de telle sorte que les femmes puissent être prises en compte lors des tables de négociations où elles ont un grand rôle à jouer en tant que médiatrice de la paix.
Aujourd’hui, il faut que les femmes qui sont formées en médiation et qui peuvent contribuer à la consolidation de la paix dépassent de loin les hommes formés. Donc, il ne faut pas être un paradoxe, un anachronisme quand il s’agit d’être présent à la table des négociations et de mettre entre parenthèse la participation des femmes.
En tant que modèle dans la zone sahélienne, quelles sont les perspectives par rapport à l’élargissement et la pérennisation de la plateforme ?
Comme perspective, nous appelons, comme nous avons l’habitude de faire à participer à ces élections du 25 février à venir. D’ailleurs, nous allons lancer très prochainement nos activités durant cette période.
Elle va consister principalement en une campagne de sensibilisation, un effort à organiser dans les différentes régions, la plateforme étant présente dans 14 régions du Sénégal. Également à l’installation de notre salle de veille, mais auparavant à former des observatrices pour le monitoring.
La plateforme étant tracée par la stratégie comme on a l’habitude de dire des 3M que sont, la Mobilisation, la Médiation et le Monitoring et aussi la formation des jeunes sur les nouvelles technologies.
On va intégrer les Tics dans nos activités de monitoring des émissions, mais également d’observation des élections. Qu’est-ce que nous allons faire ? Nous allons être actives pendant la période pré et post électoral. Nous allons également rencontrer aussi bien des autorités religieuses.
Donc ces superstructures qui sont là et qui sont des régulateurs sociaux pour les impliquer à avoir des élections transparentes et apaisées. Nous allons également rencontrer particulièrement les femmes qui se sont promues candidates pour participer à l’élection présidentielle.
Autres perspectives, c’est qu’on sera active pendant toute la période électorale par des actions de communication, par des messages que nous allons lancer à l’endroit des populations, notamment des communautés de base.
Je tiens également à dire que la plateforme de veille est soutenue par le bureau de l’Envoyée spéciale auprès de l’Union africaine, Mme Bineta Diop qui est l’initiatrice au Sénégal de cette plateforme de veille des femmes pour la paix et la sécurité. Et cette plateforme est coordonnée par Femme Africa Solidarité qui en assure non seulement la coordination mais également le suivi et le soutien apporté à toute la plateforme.
