Jusque-là colonel, Souleymane Kandé a été promu général à compter de ce 10 octobre. Il a été nommé ensuite Chef d’Etat-major général de l’armée de terre.
L’ancien occupant du poste, le général de brigade Philipe Henry Alfred Dia qui passe au grade de général de division, est nommé Inspecteur général des Forces armées en remplacement du général de division El Hadj Daouda Niang. Ce dernier devient ambassadeur du Sénégal en Côte d’Ivoire. Il remplace Abdou Khadir Agne.
