L’ancien président de la Commission électorale nationale autonome (CENA), Mamadou Moustapha Touré, n’est plus. Il a passé 44 ans de sa vie à servir la justice avant de se retirer pour une retraite qui n’est pas totale, car il est depuis 1996 président de chambre honoraire de la cour de cassation.
Entré dans la justice en 1952, à la faveur d’un concours peu après avoir quitté l’armée au grade de sergent, Mamadou Moustapha Touré est tout d’abord secrétaire des greffes à Dakar. L’année suivante et ce jusqu’en 1953, il est secrétaire des greffes à Gao (Mal), puis revient au Sénégal où il est secrétaire des greffes à Kaolack avant d’être greffier du tribunal de cette ville, de 1957 à 1960. Après un stage effectué à l’Institut des hautes études d’outre-mer de France, Mamadou Moustapha Touré est successivement juge de paix à Podor (1961-1962), juge d’instruction et président du tribunal de travail de Ziguinchor (62-64), juge d’instruction et président du tribunal de Ziguinchor (1964-1966), juge d’instruction et président du tribunal de Kaolack (1966-1969) et président du tribunal de Tambacounda (1969-1972).
Nommé Doyen des juges d’instruction à Dakar, de 1972 à 1974, il est ensuite, dix ans durant, conseiller à la cour et président du tribunal du travail. Passé secrétaire à la cour en 1984, il y reste huit ans avant d’être secrétaire à la cour de cassation. Un poste qu’il occupera jusqu’à sa retraite en 1996. Une retraite qui ne tient pas Mamadou Moustapha Touré éloigné des prétoires, car celui qui, entre autres distinctions, est toujours Commandeur dans l’ordre national du Lion, est président de chambre honoraire de la cour de cassation.
