En prélude à la fête de la musique, le mardi 21 juin 2022, le Comité d’organisation a tenu une conférence de presse, hier au centre culturel Blaise Senghor. Les acteurs du sous-secteur se signalent encore à l’attention des autorités et portent un plaidoyer pour plus d’appui.
Faire en sorte que les acteurs du sous-secteur parlent le même langage lorsqu’il s’agit de défendre leurs intérêts, voilà ce que souhaite le Comité d’organisation de la fête de la musique. En conférence de presse hier, ce comité, qui regroupe les acteurs de la musique, du théâtre, de la mode et de la danse, invite l’Etat à régler et structurer ce sous-secteur à travers un outil de bonne gouvernance des activités. «Nous sommes d’accord avec nos amis de la danse et nos amis du théâtre et tous les autres acteurs qu’il y a matière à réflexion pour voir comment est-ce que nous pouvons aller ensemble et porter ce plaidoyer-là. Parce qu’il est tant que ce sous-secteur-là, pour tout le rôle qu’il joue pour la créativité et l’expression, soit appuyé structurellement», déclare Ousmane Faye, président du Comité national d’organisation de la fête de la musique.
Le comité travaille à l’harmonisation des revendications pour aller résolument vers ce qu’il appelle «l’économie culturelle» qui passe par l’appui et le développement des entreprises artistiques et culturelles au Sénégal. Mardi 21 juin 2022, la fête de la musique célèbrera sa 40ème édition. Un évènement qui va rassembler la magnifique famille de la musique pour réfléchir davantage et opérer des changements pour le développement de leur secteur. Placée sous la thématique : «Développement des arts vivants», cette édition permettra aux acteurs de la musique, notamment des arts vivants, de plaider en faveur d’un statut de l’artiste et des professionnels de la culture qui définitivement, dit M. Faye, va légiférer le secteur, l’encadrer, le structurer en termes de politique de redéploiement de la stratégie et des moyens qui peuvent être disponibles pour porter le secteur des industries culturelles et créatives.
«C’est cela que nous avons compris dans nos réflexions durant tout le long de la préparation de la fête de la musique, pour dire qu’ensemble nous partageons un seul dénominateur commun, c’est-à-dire la mise en scène de nos productions», poursuit Ousmane Faye, le président du Comité d’organisation. Pour M. Faye, demander à ce que le sous-secteur soit appuyé structurellement ne veut pas dire qu’il n’est pas appuyé. «En tant que porteurs de projets, nous trouvons une disponibilité au niveau du ministère de la Culture à travers la Direction des arts. Des projets sont soutenus, appuyés, mais cela ne peut être suffisant s’il n’y a pas de structuration», a-t-il fait savoir avant de préciser que la culture, c’est l’action culturelle plus l’entreprise culturelle.
«Ce sont les deux qui peuvent aller ensemble pour mettre en place l’accès à la démocratisation, à la culture», a-t-il ajouté.
Pour sa part, Louis Dionne, représentant de la Direction des arts, indique que le ministère de la Culture est dans une démarche d’inclusion. «Aujourd’hui, ce qui reste, c’est aux acteurs d’être unis et de pouvoir poser globalement les besoins de ce secteur qui s’appelle arts vivants». Selon M. Dionne, aujourd’hui, la contribution des industries culturelles au développement n’est plus à démontrer. Et la musique constitue un élément important pour le développement grâce à sa capacité de production de richesse, de valorisation et de création d’emplois.
11 plateaux pour fêter la musique
Comme chaque année, Dakar va fêter la musique ce 21 juin. Mais d’après Ousmane Faye, l’ampleur a effectivement augmenté puisque les plateaux passent de 6 à 11. Les collectivités territoriales ont pris aussi leur part de compétences transférées et appuient conséquemment les acteurs au niveau local, constate-t-il. La plus grosse artillerie sera déployée à l’Avenue du Centenaire où se tient la nouvelle scène avec des artistes jeunes, notamment Jahman, Samba Peuzzi, Dip Doundou Guiss, entre autres. «Mais nous pensons un programme dans sa diversité parce que toutes les sensibilités, toutes les générations, tous les âges vont sortir», conclut-il.
