La Banque européenne d’investissement (BEI), grâce au soutien de l’Union européenne (UE), a accordé un prêt de 30 millions € à la Banque Agricole (LBA). La cérémonie de signature de cet accord a eu lieu vendredi 6 septembre 2024 à Dakar, la capitale sénégalaise. Selon les deux parties, cet investissement permettra à la LBA de renforcer le développement de chaînes de valeur agricoles durables au Sénégal.
Le Sénégal est en effet « un pays extrêmement important ». Une de ses grande priorité nationale est la souveraineté alimentaire. Dans cette souveraineté alimentaire, il est important d’assurer l’accès au financement des petits producteurs qui sont des parties de la population essentielle pour pouvoir produire plus au Sénégal.
C’est pourquoi, l’accord bénéficiera à plus de 3 000 travailleurs du secteur agricole sénégalais, avec un accent particulier sur les filières des céréales, de l’horticulture, des arachides et de l’anacarde. L’accord permettra d’augmenter la capacité de production locale tout en renforçant la durabilité des chaînes de valeur.
Dans cette optique, la LBA sera en capacité de renforcer le secteur agricole en vue de la souveraineté alimentaire du pays, de développer plus encore son action dans le domaine du climat et des investissements verts ainsi que d’ouvrir de nouvelles opportunités d’exportation vers l’UE.
Pour la directrice générale de LBA, Fatma Fall Dièye, qui estime qu’un aspect notable de ce partenariat est l’engagement de La Banque agricole à consacrer au moins 30% du prêt à des initiatives d’action verte et climatique et de durabilité environnementale a soutenu que « la banque entend contribuer fortement à la résilience de l’économie sénégalaise aux chocs climatiques ».
Le partenariat attache une grande importance à l’égalité des genres, avec un engagement à allouer au moins 30% du prêt aux femmes, afin de soutenir leur participation à l’économie et de réduire les disparités entre les sexes, a encore souligné Mme Dièye.
L’objectif est de soutenir les efforts du Sénégal en termes de réduction des impacts du changement climatique, de gestion durable des ressources, de résilience et d’adaptation pour les secteurs les plus fragilisés et les communautés les plus vulnérables aux effets des changements climatiques, a-t-elle renchéri.
Pour sa part, Ambroise Fayolle, Vice-Président de la BEI, a souligné l’importance de ce partenariat visant à « soutenir le développement d’une meilleure production et durabilité des chaînes de valeur agricoles ».
« Ce nouveau partenariat de la BEI avec La Banque Agricole établi avec le soutien de l’Union européenne et dans le cadre de Team Europe, permettra de renforcer l’action de LBA fortement engagée en faveur d’une agriculture durable.
Elle ambitionne de développer des produits et services innovants répondant aux besoins des agriculteurs et des communautés rurales, et de soutenir les adaptations nécessaires face aux changements climatiques. Par ce soutien financier, la BEI réaffirme son engagement à appuyer ses partenaires en Afrique dans leurs actions en faveur des populations locales, notamment les femmes, tout en soutenant le développement d’une meilleure production et durabilité des chaines de valeur agricoles », a-t-il ajouté.
Ce projet s’inscrit dans la stratégie Global Gateway de l’UE, visant à « soutenir les secteurs clés, durables et moteurs de croissance économique inclusive », a de son côté indiqué Jean-Marc Pisani, Ambassadeur de l’Union européenne au Sénégal.
A l’en croire, ce partenariat devrait permettre à La Banque agricole d’offrir des conditions de financement plus avantageuses à ses clients, notamment des durées de prêt plus longues et des prêts saisonniers pluriannuels, adaptés aux besoins spécifiques du secteur agricole.
Concluant son allocution, l’ambassadeur de l’Union européenne au Sénégal a laissé entendre qu’« en tant que partenaire stratégique du Sénégal, et dans un contexte international marqué par plusieurs facteurs d’instabilité, l’UE entend poursuivre et renforcer son appui à la souveraineté alimentaire du pays ; un objectif dont le Gouvernement du Sénégal a fait l’une de ses priorités ».
